Policy

Safeguarding and Risk Assessment

Introduction

The welfare of children and young people is paramount, and LEGCT expects all grant-funded activities involving them to be safe, well planned, and properly supervised. Although we do not directly deliver activities, we have a duty to ensure that reasonable safeguarding and risk management measures are in place for all funded work.

The requirements set out in this document are advisory and for guidance only. They apply to any activity, visit, trip, event, or initiative funded wholly or partly by a LEGCT grant. However, recipients of LEGCT funding ultimately remain responsible for ensuring appropriate measures are in place.

This guidance applies to:

  • Liverpool schools receiving LEGCT grants
  • Organisations delivering activities on behalf of funded schools
  • Individual students or student groups receiving awards

Grant recipients should ensure that:

  • Appropriate safeguarding policies and procedures are in place and followed
  • Risks are identified, assessed, and managed proportionately
  • Activities comply with relevant legislation and school or organisational policies

Safeguarding Requirements

Schools and Organisations should ensure they:

  • Have a current safeguarding/child protection policy
  • Follow statutory guidance (e.g. Keeping children, young people and adults Safe in Education, where applicable)
  • Have a named Designated Safeguarding Lead (DSL)
  • Provide appropriate supervision ratios
  • Ensure staff and volunteers are suitably vetted (including DBS checks where required)

Individual Students or Informal Groups:

  • Have a responsible adult overseeing the activity
  • The responsible adult should be appropriately safeguarding-checked
  • Activities involving children should not take place without adult supervision

Safeguarding Concerns:

  • Follow existing safeguarding procedures
  • Report serious incidents to the relevant authorities
  • Inform LEGCT as soon as reasonably practicable of any serious incident

Risk Assessment Requirements

For all funded activities, recipients should ensure:

  • A written risk assessment is completed in advance of the event, activity, etc
  • Appropriate control measures should be put in place for any hazards identified
  • The assessment is reviewed and updated if circumstances change

Risk assessments should consider, where relevant:

  • Travel and transport
  • Supervision and staff competence
  • Venue safety
  • Higher-risk or outdoor activities
  • Medical, accessibility, and emergency arrangements

Evidence and Assurance

Before releasing funds, LEGCT may request confirmation that safeguarding policies are in place, a relevant risk assessment has been carried out, and a responsible lead has been appointed.

Recipients should retain safeguarding and risk assessment records in line with their own policies.
